Le gouvernement britannique a conclu en parallèle, le 14 avril dernier, un accord avec le Rwanda visant à y externaliser le traitement des demandes d'asile, suscitant l'indignation des organisations internationales et de la société civile.

  • Guerre en Ukraine : le nombre de déplacés hors d'Ukraine passe la barre des 6 millions
Le nombre de personnes ayant fui l'Ukraine s'élève à plus de 6,3 millions au 16 mai, tandis que 8 millions de déplacés internes sont recensés. Le Haut-Commissariat des Nations unies pour les réfugiés (HCR) a revu ses prévisions à la hausse, estimant que près de 8,3 millions de personnes pourraient fuir le pays. Le HCR a lancé le 26 avril un appel aux dons, tandis que la Commission européenne a versé 3,5 milliards d'euros aux États membres le 27 avril. Cette somme devrait aider les pays d'Europe centrale et orientale à faire face aux nombreux défis posés par l'accueil des exilés.
  • La Commission européenne veut favoriser la migration légale des travailleurs de pays tiers
La Commission européenne a proposé, le 27 avril, de réviser la directive sur le permis unique et celle relative aux résidents longue durée afin de favoriser la migration légale des travailleurs de pays tiers. Cette proposition vise à faire face au défi démographique et à la pénurie de main-d'œuvre dans l'UE, tout en développant les voies légales d'accès. Elle devrait concerner en priorité les pays du Maghreb, le Sénégal, le Nigeria, le Pakistan et le Bangladesh, mais aussi l'Ukraine. La Commission a par ailleurs lancé le 27 avril un projet de plateforme pour mettre les réfugiés ukrainiens en lien avec des employeurs. Frontex a indiqué que les routes migratoires principales étaient celles des Balkans occidentaux – empruntée par près de la moitié des migrants –, de la Méditerranée orientale et centrale, de la Manche et d'Afrique de l'Ouest. Madrid et Rabat ont par ailleurs conclu un accord le 6 mai pour limiter les départs depuis le Maroc.

La Conférence sur l'avenir de l'Europe – le projet de débat citoyen de l'UE –, a rendu ses propositions finales aux présidents du Parlement, de la Commission et du Conseil de l'UE le 9 mai. Celles relatives à la migration – basées sur les recommandations formulées le 17 février par un panel de citoyens –, visent notamment le développement de la migration légale, le renforcement du contrôle des frontières de l'UE dans le respect des droits humains, l'harmonisation des conditions d'accueil et de l'examen des demandes de protection internationale, ainsi que l'amélioration des politiques nationales d'intégration. Les trois institutions européennes doivent désormais déterminer comment donner suite aux propositions.
