Le nombre de personnes ayant fui l'Ukraine s'élève à plus de 6,3 millions au 16 mai, tandis que 8 millions de déplacés internes sont recensés. Le Haut-Commissariat des Nations unies pour les réfugiés (HCR) a revu ses prévisions à la hausse, estimant que près de 8,3 millions de personnes pourraient fuir le pays. Le HCR a lancé le 26 avril un appel aux dons, tandis que la Commission européenne a versé 3,5 milliards d'euros aux États membres le 27 avril. Cette somme devrait aider les pays d'Europe centrale et orientale à faire face aux nombreux défis posés par l'accueil des exilés.
  • La Commission européenne veut favoriser la migration légale des travailleurs de pays tiers
La Commission européenne a proposé, le 27 avril, de réviser la directive sur le permis unique et celle relative aux résidents longue durée afin de favoriser la migration légale des travailleurs de pays tiers. Les femmes et les enfants fuyant l'Ukraine exposés à des risques accrus de traite des êtres humains

Alors que près de 90 % des 5 millions de personnes qui ont fui l'Ukraine sont des femmes et des enfants, ces derniers sont particulièrement exposés à des risques d'exploitation, de traite des êtres humains et de violences sur la route de l'exil.

  • Royaume-Uni : signature d'un accord controversé d'externalisation de la procédure d'asile au Rwanda
Le gouvernement britannique a signé, le 14 avril, un accord controversé avec le Rwanda visant à transférer dans ce pays les personnes qui entrent de manière irrégulière au Royaume-Uni depuis un pays tiers sûr, y compris les demandeurs d'asile. Les frontières seront en outre désormais contrôlées par la Royal Navy, à la place des garde-côtes. Le Haut-Commissariat des Nations unies pour les réfugiés et la commissaire européenne aux Affaires intérieures Ylva Johansson ont dénoncé l'accord, tout comme plusieurs ONG qui l'ont jugé « cruel et illégal ». Cette annonce intervient après que le projet de loi « Nationalité et frontières » a été à nouveau rejeté par la Chambre des Lords le 4 avril.
  • Les naufrages meurtriers se poursuivent en Méditerranée et dans l'Atlantique
Plus de 90 migrants sont morts noyés au cours du premier week-end d'avril alors qu'ils tentaient de traverser la Méditerranée pour rejoindre l'Europe, malgré les opérations de sauvetage qui continuent d'être assurées par les navires des organisations humanitaires. Médecins sans frontières a dénoncé dans un communiqué du 6 avril l'« inacceptable indifférence » de l'UE, estimant que « le soutien aux garde-côtes libyens est à l'origine des décès en Méditerranée ». Le nombre de naufrages continue par ailleurs d'augmenter dans l'Atlantique, sur la route reliant l'Afrique aux îles Canaries espagnoles, où au moins 185 personnes ont perdu la vie depuis le début de l'année.
  • L'Allemagne cesse la formation des garde-côtes libyens face aux violations des droits des migrants
L'Allemagne a annoncé le 30 mars qu'elle ne formerait plus les garde-côtes libyens face aux violations des droits des réfugiés. Cette décision fait suite aux appels répétés des ONG à cesser la collaboration avec la Libye, ainsi qu'à la publication le 28 mars d'un rapport du Conseil des droits de l'Homme des Nations unies. Outre les cas « de meurtres, de tortures, d'actes inhumains, de viols, de persécutions et d'asservissement » par des groupes armés, des trafiquants, mais aussi des autorités de l'État - l'enquête dénonce les « conditions de détention inhumaines » subies par des milliers de personnes interceptées par les garde-côtes libyens.
  • Hongrie : le populiste « anti-migrants » Viktor Orbán réélu
Viktor Orbán, Premier ministre sortant, a été réélu pour un quatrième mandat le 3 avril. Depuis 2010, il mène une politique « anti-migrants » caractérisée par des détentions arbitraires et des renvois sommaires de migrants, qui a été condamnée à plusieurs reprises par la Cour de justice de l'Union européenne. Deux jours après sa réélection, la Commission européenne a par ailleurs lancé une procédure inédite permettant de priver le pays des fonds européens en cas de violation de l'État de droit. En parallèle, le gouvernement hongrois est accusé par l'ONG Comité Helsinki hongrois d'avoir délibérément gonflé le nombre d'arrivées de réfugiés ukrainiens afin d'obtenir davantage de fonds européens.
  • Espagne : les éloignements impactés par les tensions diplomatiques
Alors que l'Espagne a repris le 22 mars les éloignements vers le Maroc, l'Algérie a en parallèle suspendu les réadmissions depuis l'Espagne le 31 mars. Ces décisions interviennent après le revirement diplomatique de Madrid sur la question du Sahara occidental, territoire disputé par le Maroc et les indépendantistes du Front Polisario, soutenus par l'Algérie. L'Espagne a en effet décidé de soutenir publiquement Rabat après des années de neutralité, alors que le Maroc est accusé de relâcher ses contrôles autour de l'enclave espagnole de Melilla pour faire pression sur l'Espagne. Le 2 mars, plus de 2 500 personnes ont tenté de franchir la clôture, soit la tentative la plus importante jamais enregistrée.
